They may include different insulation, drainage corrections, removal quantities, deck allowances, attachment or equipment work. Ask what each proposal assumes before treating the lower number as the same job.
Will the new roof drain better?
It should follow the drainage design included in the project. If an existing low area is a concern, make sure the proposal addresses its cause. A covering change alone may leave the same water pattern.
